Standing Rules of the Collin County Republican Party



Article I: DUTIES OF THE EXECUTIVE COMMITTEE

Section 1: The County Chairman shall preside at all meetings of the Executive Committee and shall be that Committee’s official representative and spokesman. In addition, the County Chairman shall have the following powers:

  1. To employ staff personnel pursuant to workload requirements and budgetary allowances.
  2. To be empowered to execute the obligations that fall within the limitations set by the budget as long as such obligations do not extend beyond six (6) months after the end of the Chairman’s term of office, unless approved by the Executive Committee.
  3. To authorize expenditures in excess of the budget, provided that all such authorized expenditures relate to one or more operating expense items already provided for in the budget and provided further that any and all authorized expenditures that will result in the budget being exceeded by $500 or more during any month must be submitted in advance by the County Chairman for approval by the Executive Committee.
  4. To be responsible for the safekeeping of all records or assets of the Collin County Republican Party and to turn them over to his successor when he vacates the office.
  5. To be one of the signatories authorized for signing checks on behalf of the Collin County Republican Party.
  6. To order a financial review of the Collin County Republican Party’s books in accordance with the Bylaws.
  7. To have the powers of supervision and management necessary to maintain a well-ordered County Headquarters.
  8. Any other duties or responsibilities not specifically in conflict with the Bylaws or these Standing Rules.

Section 2: Each Precinct Chairman shall attend all meetings of the Executive Committee and form a support group from his precinct to carry on activities proper to the office. Each Precinct Chairman shall send the names, addressees and phone numbers of the support team members to the Secretary of the Collin County Republican Party and to the Chairman of his House District Committee, within thirty (30) calendar days after he gets a commitment from any volunteer.

Article II: DUTIES OF THE OFFICERS

Section 1: The County First Vice Chairman shall assist the County Chairman, as requested, in the execution of his duties. In addition, the First Vice Chairman shall be charged with the following duties and powers:

  1. In the absence of the County Chairman at any Executive Committee meeting, the First Vice Chairman shall preside.
  2. In the event the office of County Chairman becomes vacant, the First Vice Chairman shall act in that place until a new County Chairman is elected.
  3. Any other duty assigned by the County Chairman.

Section 2: The County Second Vice Chairman shall assist the County Chairman, as requested, in the execution of his duties. In addition, the Second Vice Chairman shall be charged with the following duties and powers:

  1. In the absence of the County Chairman and First Vice Chairman at any Executive Committee meeting, the Second Vice Chairman shall preside.
  2. Any other duty assigned by the County Chairman.

Section 3: A maximum of three (3) additional County Vice Chairmen may be appointed to assist the County Chairman, as requested in the execution of his duties.

Section 4: The Secretary shall be capable of assuming the duties normally required of a Recording Secretary, including the following responsibilities:

  1. In the absence of the County Chairman, First Vice Chairman, and Second Vice Chairman at any Executive Committee meeting, the Secretary shall call the meeting to order and preside while the members present elect a Chairman pro-tem.
  2. In the event of a vacancy in the office of County Chairman, the Secretary shall call a meeting of the Executive Committee for the purpose of electing a new County Chairman as prescribed by the Code. (171.025)
  3. The Secretary shall keep an accurate record of the minutes of all meetings of the Executive Committee, as well as current lists of the Executive Committeemen, Officers, District Chairmen, Standing and Temporary Committeemen, and Precinct Support Teams. A permanent certified copy of the minutes, bearing his signature and that of the Presiding Officer, as well as copies of all documents referred to in this paragraph, shall be kept in a binder at County Headquarters, a copy of which shall be furnished to members of the Executive Committee upon request.
  4. Every month, the Secretary shall provide a list of precincts without chairman to the Executive Committee.
  5. The Secretary shall keep a permanent, dated record of the Bylaws and Standing Rules of the Executive Committee, a copy of which shall be furnished to members of the Executive Committee, and shall be brought to each meeting of the Executive Committee. In addition to recording any amendment in the minutes, the Secretary shall also record it on a blank page opposite the Article amended, with a reference to the date and page of the minutes where it was recorded.
  6. The Secretary is authorized to receive applications for a place on the Primary Ballot, as provided for in the Code. (172.022.a2)

Section 5: The Treasurer shall have charge of the funds deposited with the Collin County Republican Party, with the following specific duties:

  1. The Treasurer shall be one of the signatories authorized to sign checks on the Party’s treasury, and he shall pay the bills of the Party upon authorization of the County Chairman. All checks in excess of $500 must have two signatures, one of which shall always be the County Chairman’s.
  2. The Treasurer shall keep or supervise a system of bookkeeping in which the accounts correspond to identical categories in the budget.
  3. The Treasurer shall prepare an annual report within sixty (60) calendar days after the close of the fiscal year, to be presented to the first Executive Committee meeting following the sixty (60) day limitation period, and to be available to any Executive Committeeman’s inspection at the County Headquarters during working hours.
  4. The Treasurer shall compare the actual rate of disbursements with the budgeted amounts and shall provide the Executive Committee a monthly financial statement and budget variance report. The report shall be available within thirty (30) calendar days of the end of the previous month.
  5. The Treasurer shall serve as Chairman of the Budget Committee and as advisory member to the Finance Committee.
  6. The Treasurer shall prepare and file the finance reports required by Federal and State statutes.

Article III: DUTIES OF THE STANDING COMMITTEES

The Standing Committees are sub-committees of the Executive Committee, established to enable the Executive Committee to fulfill its responsibilities. Any Executive Committeeman has the privilege of attending any Standing Committee meeting. Standing Committees shall report at each meeting of the Executive Committee.

Section 1: The Rules Committee shall review the Bylaws and Rules of the Executive Committee to ensure that they conform to the Rules of the Republican Party of Texas, such State Laws as are applicable, and business practices of the Executive Committee. The Rules Committee shall recommend such changes as are necessary to the Executive Committee.

Section 2: The Budget Committee shall be responsible for preparation and presentation of a three-tiered operating budget annually for approval by the Executive Committee. After approval, the Budget Committee shall have authority to reallocate funds within the budget one time as long as the total reallocation does not exceed (5%) of the total annual budget. Reallocation must be reported to the Executive Committee within ten (10) calendar days.

Section 3: The Finance Committee shall plan and execute fundraising activities for the Collin County Republican Party.

Section 4: The Financial Review Committee shall consist of five (5) members. Two (2) members shall be appointed by the County Chairman subject to approval by majority vote of the Executive Committee. Three (3) members shall be elected from the Executive Committee at Large. The two members nominated by the County Chairman need not be members of the Executive Committee. This committee shall:

  1. Perform the Financial Review to include itemized lists of all receipts, expenses paid, and outstanding debts and offer a comparison with the Annual Budget.
  2. Report to the Executive Committee at the first Executive Committee meeting of the calendar year results of its review of the preceding calendar year.

Article IV: STATE HOUSE DISTRICT EXECUTIVE COMMITTEE

Section 1: A State House District Executive Committee shall be established for every State House District (hereinafter referred to as the District) in the County.

Section 2: The purpose of such committees is to assist the County Chairman in organizing and training an effective force of Republican activists at the House District level and to coordinate efforts to develop a strong Republican presence in Collin County.

Section 3: These District Executive Committees shall be composed of all the Precinct Chairmen from the respective Districts.

Section 4: A District Chairman for each District shall be elected at a caucus of the Precinct Chairmen from that District, which shall be called by the County Chairman following the Primary Election. The District Chairman must be one of the Precinct Chairmen. The term of office of the District Chairman shall not exceed his term as Precinct Chairman.

Section 5: In the event of a vacancy in the office of District Chairman, the County Chairman shall call a caucus of the District Executive Committee for that House District for the purpose of electing a new Chairman to serve out the term, within thirty (30) calendar days after knowledge of such vacancy.

Section 6: Notice of any caucus under this article shall be sent by surface or electronic mail to all Precinct Chairmen from the applicable House District at least ten (10) calendar days prior to the caucus.

Article V: RECORDS

Section 1: The County headquarters shall serve as a filing and storage center for permanent and temporary records of the Collin County Republican Party. In January of each odd-numbered year, the County Chairman shall appoint a temporary committee of not less than three (3) persons whose duty shall be to review all materials stored or filed at the headquarters, for the purpose of recommending safekeeping or disposition of same. If recommended by the Committee, the Chairman shall make provisions for appropriate archiving of records deemed sufficiently important to be preserved, including records required to be maintained for audit.

Section 2: Any Executive Committeeman shall have the right to inspect party records in the presence of the County Chairman or the Chairman’s representative.

Article VI: AMENDMENT OF THE STANDING RULES

These Standing Rules may be amended by a majority vote of the members of the Executive Committee present and voting at any Executive Committee meeting at which a quorum is present. Notification of the proposed amendments must be given by mailing (surface or electronic) notice of the meeting, which shall include the text of the intended amendments, to each voting member of the Executive Committee at least ten (10) calendar days in advance of a regular or special meeting called for that purpose.

Article VII: SEVERABILITY

In the event that any provision of these Standing Rules violates or is inconsistent with the Code, the Party Rules or the Bylaws, that provision shall be deemed to be of no effect and the remaining provisions of these Standing Rules shall not be affected thereby.
